In Diablo III, the Legendary Gem is called Boon of the Hoarder. It can only be inserted into rings and amulets. Unlike other Gems, it can be obtained from Baroness Greed and the Greater Rift Guardians.

This gem has a chance to make any defeated foe (including one dispatched by a pet or a minions) drop a number of substantial gold heaps in addition to their usual loot. There is no damage caused by the explosion. The gem’s chance to proc grows as it is upgraded, however since of patch 2.4.0, it cannot be levelled beyond level 50. Boon of the Hoarder Mechanics

There is a 25% basic chance that after you kill a monster, numerous Gold heaps will be dropped in an explosion. For each rank up of this Gem the chance increases by 1.5% and caps out at rank 50 with 100% chance. After collecting up gold, the secondary effect grants 30% Movement Speed for 3 seconds. The basic Movement Speed cap of 25 percent may be exceeded with this enhancement.

Legendary Gem Creation:

If you need extra Legendary Gems to level up, you can make the Rift Guardian in any Greater Rift drop a new Rank 0 Gem by removing all the Legendary Gems with the same name from your Equipment, Inventory and Stash.

The safest way to do that is to put them into the Inventory of different character.
