Nessla can be found in a pond within the Thalassian Cliffs. You can catch it as soon as you’ve obtained the Surfboard (by beating Sophia).
Before you may discover Nessla, you must first defeat the first Temtem Dojo in Arissola. Surfing on the little lake near the Thalassian Cliffs can help you locate the Nessla. They will have access to the skills Chain Lightning, Sparks, Strangle, and Tesla Prison when they are between levels 17 and 18.
