Using the Cyloop skill, turn off four blue lights around the building. Then proceed to the four platforms that appeared behind the building with a jump pad and turn off the blue light there as well.
You will need to extinguish the surrounding torches to create a platform. Use the floating platform to extinguish the last hanging torch.
